LIBERTY COUNTY BOARD OF COUNTY COMMISSIONERS

The Liberty County Water Systems will be accepting bids for 11 tank cleanouts and inspections.

There are 6 Hydro-Pneumatic tanks total to be inspected. There are 3 tanks that are at 1,500 gallon capacity, and there are 3 tanks that are at 10,000 gallon capacity.

There are 5 Ground Storage tanks total to be inspected. There are 2 tanks at 54,000 gal. Capacity, 1 at 88,000 gal. Capacity, 1 at 77,000 gal. Capacity, and 1 at 39,000 gal. Capacity.

The tanks shall have the hatch removed to clean inside the tanks; and shall be inspected for structural and coating integrity by personnel under the responsible charge of a professional engineer licensed in the State of Florida. The contractor will also be responsible to seal the hatch with the proper gasket upon completion of work.

The Liberty County Board of County Commissioners will receive sealed bids on the above equipment. Bids will be received at the Clerk’s Office located at 10818 NW SR 20 Courthouse, P.O. Box 399, Bristol, FL 32321 until 4:00 P.M. Eastern Time on April 6, 2017. (BIDS MUST BE MARKED “SEALED BID FOR TANK CLEAN OUT” ON THE OUTSIDE OF THE ENVELOPE). Conduct a Courthouse Assessment, Table Top Exercise & Develop Standard Operating Procedures

Introduction/Background
Liberty County Emergency Management is seeking a qualified contractor to conduct an assessment of the Liberty County Courthouse, execute a table top exercise, develop standard operating procedures and provide updates, if needed, to Courthouse plans after the assessment and table top exercise are completed.

Contractor Responsibilities/Deliverables
a. Conduct an assessment of the Liberty County Courthouse
b. Execute a HSEEP Compliant Table Top Exercise for Courthouse personnel and first responders in Liberty County on or before June 15, 2017
c. Develop Standard Operating Procedures (SOPs) for Liberty County Courthouse
d. Provide updates, if needed to Courthouse Plans
e. Provide Liberty County Emergency Management a copy of the Courthouse Assessment
f. Provide Liberty County Emergency Management all HSEEP documents to include planning conference minutes, all exercise documents and the After Action Report (AAR)/Improvement Plan (IP) within two weeks of the Table Top Exercise.

Financial Consequences
In the event the Contractor fails to satisfactory perform or has failed to adhere to the terms and conditions under the Agreement, Liberty County Emergency Management shall assess a penalty equal to 5% of the total compensation outlined under the agreement.
