INVITATION TO BID
LIBERTY COUNTY BOARD
OF COUNTY COMMISSIONERS

Sealed proposals from General Contractors will be received by the Office of the Clerk of the Court, Kathleen Brown until 3:00 PM Eastern Time on 06 December 2016 in the Office of the Clerk of the Court located at 10818 NW SR 20, Bristol, Florida for the Liberty County Clerk of Courts - Vault Addition.  Bids will be formally opened at the Office of the Clerk of the Court, Kathleen Brown at 4:00 PM Eastern Time on 06 December 2016.  The awarded bid/General Contractor will be announced at Commission Meeting to be held on December 08, 2016 at 6:00 PM Eastern Time.  Bids can be mailed or hand delivered to the Office of the Clerk of the Court and labeled Liberty County Clerk of Courts - Vault Addition.

The Liberty County Clerk of Courts - Vault Addition is located at 10818 NW SR 20, Bristol, Florida.

The Projects include, but are not limited to selective site work, selective exterior demolition, masonry (CMU and brick) pre-engineered wood truss framing, mobile shelving, gypsum wallboard, asphalt roof shingles, joint sealants, carpet, painting, toilet partitions, HVAC work and electrical work.

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

A mandatory pre-bid meeting will be held at the Office of the Clerk of the Court located at 10818 NW SR 20, Bristol, Florida at 10:00 A.M. EST on 29 November 2016.

Only General Contractors will be allowed to ask questions.  The first day to ask questions will be 16 November 2016.  The last day to ask questions will be 30 November 2016. Questions will be answered by the Architect of Record and addressed to qualified General Contractors on 02 December 2016.  Only General Contractors who attended the Mandatory Pre-Bid Meeting will have their questions answered.

The time limit for substantial completion of this work will be 120 calendar days from the Date of Commencement.

Bid documents are available from the office of the Architect, Barnett Fronczak Barlowe Architects, 225 South Adams Street, Tallahassee, Florida, 32312;  (850) 224-6301.  A bidders list will be available from the Architect.  General Contractors may be the only party to obtain plans and specifications by contacting Doug Shuler, AIA, at the office of the Architect.  Subcontractors, suppliers and all other interested parties shall go through their perspective General Contractor for plans and specifications.  The Cost for a ‘hard’ set of each set of Documents is $35.00 and is non-refundable.  The Cost for a PDF set of each set of Documents is $0.00.

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

The successful bidder will be required to enter into a written contract with Owner consistent with the form contract to be provided in the Bid Documents.

The owner reserves the right to reject any or all bids and to waive technicalities and informalities therein.                           11-16, 11-23
